Synopsis and posting requirements
FAR 13.105 requires contracting officers to follow specific publicizing and posting rules for simplified acquisitions, with streamlined options for commercial items and special requirements for Recovery Act-funded actions.
Overview
FAR 13.105 outlines the requirements for publicizing and posting contract actions under simplified acquisition procedures. Contracting officers must generally comply with the public display and synopsis requirements found in FAR 5.101 and 5.203, unless an exception in FAR 5.202 applies. For acquisitions involving commercial products or services, or those under FAR 12.102(f)(1), a combined synopsis and solicitation may be used, eliminating the need for a separate solicitation document. The combined notice must provide sufficient detail for suppliers to prepare quotations or offers. Additional posting requirements apply when using brand name justifications or when acquisitions are funded by the American Recovery and Reinvestment Act of 2009, referencing specific procedures in FAR 5.102(a)(6), 5.704, and 5.705.
