Proposal revisions
Only offerors in the competitive range may submit final written proposal revisions by a set deadline; eliminated offerors cannot revise their proposals further.
Overview
FAR 15.307 outlines the rules and procedures for proposal revisions during negotiated procurements. It specifies that once an offeror is eliminated from the competitive range, no further proposal revisions from that offeror will be accepted. For offerors remaining in the competitive range, the contracting officer may request or allow proposal revisions to clarify and document understandings reached during negotiations. At the end of discussions, all offerors still in the competitive range must be given a chance to submit a final proposal revision by a common cut-off date. The request for final proposal revisions must inform offerors that submissions must be in writing and that the Government intends to make an award without further revisions.
