A tailored, written acquisition strategy is mandatory for every major system acquisition and must also serve as the official acquisition plan.
Overview
FAR 34.004 requires that the program manager develop a written acquisition strategy specifically tailored to each major system acquisition program. This strategy serves as the comprehensive plan for meeting the mission need in the most effective, economical, and timely way. The acquisition strategy must comply with the requirements of FAR subpart 7.1 (Acquisition Plans), unless those requirements conflict with Part 34. The written strategy also fulfills the requirement for an acquisition plan for major system acquisitions as outlined in subpart 7.1.
