This notice is being published in accordance with the Federal Acquisition Regulation part 5.101(a)(2)(ii) requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole-source, firm fixed price purchase order to Rumber, Inc. for the requisition of ten combat offload pallets and three training block assembly ballasts. This is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) and prescribed by FAR 6.302-1(a)(2)(ii). Rumber is the only contractor that utilizes this unique 100% recycled material that does not splinter or crack, and is impervious to water, oil, and insects. These materials are proprietary equipment manufactured only by Rumber, Inc.. These offload pallets would replace the current wooden versions that are dropped from the back of moving aircraft onto hardened surfaces and are subject to all forms of weather and rigorous parameters. Purchase of these items would support the practice of Green Procurement as well as reduce the man-hours, lumber, and nails required to upkeep the current wood assemblies and lower the risk of engine failure by eliminating the FOD risk presented by the commonly used wooden pallet. This notice of intent is not a request for competitive proposals; however, the government will consider all responses received by Thursday, 05March by 1:00 PM EST. Any interested parties must communicate their, readiness, willingness, and capability to provide a competitive alternative in writing by emailing MSgt Pablo Ravizzoli at Pablo.l.ravizzoli.mil@mail.mil. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the government. The 103d Airlift Wing contracting office will not be responsible for any cost incurred by interested parties in responding to this notice.
