This is a notice of intent by the Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-03-G-6550 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids IA 52498 for MLV-32 Software for the AN/ARC 210 radios. The contractor shall provide unrestricted licensing for up to one thousand (1,000) U. S. Navy airborne platforms to use their proprietary MLV-32 Software and related test and evaluation support. The MLV-32 software shall operate as a program resident on the AN/UYK-76(V) Structural Data Recording System (SDRS) laptop computer. Its functionality shall be to provide fleet units with the capability of loading the Operational Flight Program (OFP) of the RT-1794(c)/ARC and RT-1824(c)/ARC communication systems via the MIL-STD 1553B Bus aboard the aircraft using the AN/UYK-76 computer. Test and Evaluation support shall include demonstration of successful loading of the OFP into the communication systems stated above. The period of performance is anticipated to be through 30 September 2003. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The ARC-210 radios were previously procured under another contract vehicle and RCGS is the only manufacturer that can provide this software for the utilization on there radios.
