This is a combined synopsis/solicitation for commercial in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The full announcement is posted on the US Army CECOM IBOP website (https://abop.monmouth.army.mil) and includes the list of contract line item numbers and items, quantities, and unit of measure for this effort; as well as provisions and clauses. All parties interested in submitting proposals must access, register, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil. This synopsis/solicitation i s a Request For Proposal (RFP), W909MY-06-R-2QIP. This is a Total Small Business Set Aside. The small business size standard is 23M dollars for the North American Industry Classification System (NAICS) Code 541519. The U.S. Army intends to procure Commer cial Off-the-Shelf (COTS) Software maintenance and updates for VitalQIP and VitalQIP Tactical Domain Name System (TACDNS). The U.S. Army currently owns unlimited licenses for both these COTS Software products and recognizes reinstatement fees may be incurr ed. The base contract period of performance is from contract award to 10 months after contract award. This action also includes two Options, each for the purchase of an additional twelve months of COTS software maintenance for both VitalQIP and VitalQIP TACDNS unlimited licenses. The software�licenses are being maintained as a consolidated buy for Network Commands (NETCOMs) management of the NIPRNET (unclassified DOD internet) and Software Engineering Centers Post Production Software Support (PPSS) missi on to maintain tactical communication switching systems and networks for Army Program Managers. VitalQIP is a software solution for automating Internet Protocol (IP) address management services across a network. VitalQIP TACDNS is an additional module tha t is added to the VitalQIP software to manage a tactical network environment with peer-primary and privileged-secondary DNS servers. IP name and address services are essential to service ability and end user performance capabilities. VitalQIP software co nsolidates all IP address information in a single location, ensuring that diverse, geographically dispersed administrators managing a network can access the same IP database, thus eliminating duplication of administrative management with a consistent IP in ventory network-wide. VitalQIP supports both Lucent and other vendor DNS and Dynamic Host Configuration Protocol (DHCP) servers, allowing configuration and deployment of IP services across distributed networks and synchronization of VitalQIP data updates in real time. Maintenance includes software updates and bug fixes and technical support, in the form of 8x5 telephonic and email support. The Government requires continued maintenance of unlimited VitalQIP and VitalQIP TACDNS licenses and two option year s of additional maintenance support. This procurement will be made on Full and Open Competitive basis. Shipments are to be FOB Destination. Delivery of the software media, license and documentation from the vendor should be shipped to DODDAC: W90W2B. This DODDAC does not reflect the correct ship to address. Offerors proposal must include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications Commercial Items. BASIS FOR AWARD: The Government intends to make an award to the Contractor who submits the lowest, technically responsive proposal, and is deemed acceptable and responsible by the Contracting Officer. Offerors must be registered in the Central Contract Re gistration (http://www.ccr.gov). Offerors must be authorized resellers of this Lucent Technologies product. Offerors must submit proposals through the US Army CECOM IBOP website (https://abop.monmouth.army.mil) on the full quantity identified. The Contr acting Officer reserves the right to make no award under the procedures. Offers are to be received by 3 August 2006 by 2PM Eastern Standard Time. The US Army CECOM has established the IBOP website as part of the Armys Single Face to Industry, to allow el ectronic posting of Solicitations for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM to industry.
