The contract involves an amendment to the Government's Limited Sources Justification (LSJ) for the task order 9531CB19F0072 under a Blanket Purchase Agreement (BPA) with Ernst & Young (EY), initially awarded for Program Management and Business Analysis (PMBA) services. This amendment extends the existing task order by five additional one-month option periods due to delays in transitioning the work to a new contract, which was originally expected by January 12, 2020. The extension ensures the continuation of critical IT support without service interruptions, allowing the agency to proceed with the competitive procurement process in due course. Issued by the Consumer Financial Protection Bureau and managed by the Contracting Officer Mr. Laurent E. Pichet, this extension is necessary to mitigate significant operational risks that would arise from any lapse in service. The amendment does not constitute a request for quotes or new competition; the Government will not consider proposals in response to this notice. The original and amended LSJ documents are publicly accessible on the Beta.Sam.Gov website for transparency. The contract work is performed in Washington, DC, under NAICS code 541611, covering administrative management and general management consulting services.

This is NOT a request for quote. This is a notice of the amendment of the Government's Limited Sources Justification (LSJ) for Contract CFP-15-Z-00015, Call 9531CB19F0072, for PMBA Services awarded to Ernst & Young (EY) pursuant to FAR 8.405-6, Limited Sources. The original approved LSJ, a notice of intent to award a Labor-hour BPA Call under urgent and compelling need, was posted on FedBizOpps (FBO.gov) on July 3, 2019. This amended LSJ approves an extension consisting of an additional five (5), one-month option periods, of Call 9531CB19F0072. The work currently performed under the Task Order was anticipated to be transitioned to a new contract by no later than January 12, 2020; however, the work cannot be transitioned at this time because the procurement action to replace the Task Order is still ongoing as a result of reasonable but unexpected delays. In the interim, an extension to Bridge Contract 9531CB19F0072 is therefore necessary to continue this mission-critical IT support and to allow the Bureau to follow normal competitive procurement procedures without a break in service, which would create significant risk to T&I. The Government will not consider any quotes submitted as a result of this announcement. The approved and executed Limited Sources Justification is attached and available for public review on Beta.Sam.Gov Opportunities on https://beta.sam.gov/ (formerly known as Federal Business Opportunities FBO). For specific questions, please contact, Mr. Laurent E. Pichet, Contracting Officer, at Laurent.Pichet@cfpb.gov.
