The Department of Homeland Security (DHS) is pleased to announce the release of this Pre-Solicitation Announcement including portions of the draft solicitation for the development, production, and deployment support for the Advanced Spectroscopic Portal (ASP) program. A Pre-Solicitation Announcement, including the draft Program Milestones Schedule, is provided herein as Enclosure (1). Selected portions of the draft solicitation, including the CLIN Structure, Special Clauses, Security provisions and DD 254, Proposal Preparation Instructions, and Evaluation Criteria are provided as Enclosure (2). The Draft Non Recurring Engineering (NRE) Statement of Work (SOW), Production SOW, and Contract Data Deliverables list and the First Task Order are provided as enclosures (3) through (6). Industry comments are requested against each enclosure to assist the Government in refining and clarifying a Request For Proposal (RFP) for release, currently projected for late August 2005. Each prospective vendor is requested to send a consolidated set of comments as an attachment in Microsoft Word 2000 readable format to Charlotte.Rupprecht@DHS.Gov . To be of maximum benefit to the ASP program, comments must be received on or before noon, Eastern Time, on 15 August 2005. Technical and programmatic questions can be addressed to Howard.Reichel@DHS.Gov Classified comments are discouraged. Companies that wish to submit classified comments must contact the Contracting Officer in advance. The Contracting Officer will issue the appropriate instructions, points-of-contact, and delivery instructions. Any classified comments shall be limited to technical issues and not exceed SECRET. This is not a proposal solicitation nor a promise to pay for information received in response to this letter or any subsequent request for additional information.
