The Department of Housing and Urban Development's Office of Single-Family Housing, Office of Asset Management, is seeking interim Asset Manager services under a limited competition bridge award due to unusual and compelling urgency. This contract, structured under FAR 6.3 for Other than Full and Open Competition, covers multiple geographically distinct contract areas across various states and territories. The contract period spans twelve months, including a six-month base period with two optional three-month extensions. The contract is designed to ensure the continued management of HUD’s substantial inventory of single-family homes acquired through the Federal Housing Administration’s mortgage insurance program. FHA insures lenders against losses on loans made for home purchases or rehabilitation, and when these loans default, properties are conveyed to HUD, which then manages their sale to support homeownership and community preservation while maximizing returns to FHA insurance funds. HUD acts as a significant real estate seller in the U.S., maintaining these properties requires effective asset management services. The contract is administered by the Atlanta Operations Branch, with the solicitation number JA-21-22, and targets the NAICS code 531390. Interested parties can contact Charles W. Hoyle, Jr. by email for more information.

FHA insures approved lenders against the risk of loss on loans they finance for purchase or rehabilitation. In the event of a default on an FHA insured loan, the lender acquires title to the property by foreclosure, a deed-in-lieu of foreclosure, or other acquisition method, files a claim for insurance benefits and conveys the property to HUD. Because of acquisitions through the mortgage insurance program and other programs, HUD has a need to manage and sell a sizable inventory of single-family homes in a manner that promotes home ownership, preserves communities, and maximizes return to the FHA insurance funds. HUD is one of the largest single sellers of real estate in the United States.
