The Naval Sea Systems Command (NAVSEA) plans to award a sole-source contract modification to L3Harris Technologies, Inc. for continued production and repair services related to the Cooperative Engagement Capability (CEC) systems configuration. This modification will increase quantities of AN/USG-xB units, Sensor Data Processors (SDPs), and associated spares beyond the initial contract N00024-22-C-5218, which was originally awarded to L3Harris in fiscal year 2022 through full and open competition. The CEC system is critical for enhancing the Navy's strike force air and missile defense capabilities by linking sensor data across CEC-equipped units to provide a comprehensive, accurate, and real-time composite air picture. The CEC program significantly improves the operational effectiveness of Naval Carrier Strike Groups and Expeditionary Strike Groups by integrating sensor data to create a unified, fire control-quality air track picture. This system extends detection range, improves track precision and continuity, reduces reaction time, and enhances overall situational awareness. It supports advanced engagement strategies such as cooperative and layered defense tactics. The contract will be performed primarily at the Washington Navy Yard in the District of Columbia. Communications regarding the contract are directed to NAVSEA contacts Erin Cooke and Roxie P Thomas. This notice is for informational purposes only and does not constitute a solicitation or commitment to award.

Full Description

The Naval Sea Systems Command (NAVSEA) intends to award a sole‑source contract modification for continued Production and Repair Services for the Cooperative Engagement Capability (CEC) systems configuration to L3Harris Technologies, Inc. (L3Harris), formerly L3 Technologies, Inc., of Camden, New Jersey. Contract N0002422C5218 was awarded to L3Harris in FY2022 via full and open competition.

This action will procure increased quantities of AN/USG-xB units, SDPs, and associated spares beyond the initial contract award..

The CEC program provides a sensor network with integrated fire control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated, real-time, composite track air picture. The CEC sensor netting system improves Naval Carrier Strike Group (CSG) and Expeditionary Strike Group (ESG) area air defense capabilities by extracting and distributing sensor-derived information such that the superset of this data is available to participating CEC Cooperating Units (CU). CEC fuses the distributed data into a single fire control quality air track picture that significantly improves unit track precision, consistency, and continuity; expands detection range; and improves reaction time. CEC also improves strike force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies.
