The Administration for Community Living, under the Department of Health and Human Services, is soliciting applications to establish a single Center for Independent Living in Guam with an estimated total funding of $159,762 to $247,308 over a twenty-four-month period, structured as two twelve-month budget periods. The center must operate as a consumer-driven, community-based, nonresidential nonprofit agency that adheres to the statutory requirements of Section 725 of the Rehabilitation Act, ensuring that individuals with significant disabilities lead its governance and workforce, with a majority of board members and staff having disabilities. Core services include information and referral, independent living skills training, peer counseling, individual and systems advocacy, and targeted support for transitioning individuals from institutional settings into the community, assisting those at risk of institutionalization, and facilitating youth transitions to postsecondary education and employment. Applications must demonstrate strong resources and capabilities, a clear purpose and need aligned with ACL priorities, a robust plan for implementation and impact, and strict adherence to the independent living philosophy and cross-disability service delivery model. Proposals are evaluated on a 100-point scale with Resources and Capabilities carrying the highest weight at 40 points, and use a trade-off methodology that considers merit, geographic equity, past performance, and cost reasonableness rather than simply selecting the lowest bid. Applicants must submit a comprehensive application package through Grants.gov by August 3, 2026, including required forms, a twenty-page project narrative with specific formatting guidelines, budget details using SF-424A, proof of nonprofit status, indirect cost agreements, resumes and job descriptions for key personnel, and commitment letters from partner organizations. Compliance with federal regulations under 2 CFR Part 200, affirmative action under Section 503, and reporting obligations including annual self-evaluations and subaward reporting through FFATA are mandatory. All applicants must maintain an active Unique Entity Identifier in SAM.gov, and the center must operate exclusively within Guam, serving the territory’s residents with disabilities.
