CEU Development for Centers for Disease Control and Prevention (CDC)-funded Texas Overdose Data to Action (TODA) Program.

The Texas Department of State Health Services is soliciting competitive bids to develop continuing education (CE) content for the CDC-funded Texas Overdose Data to Action (TODA) Program, focusing on drug poisoning prevention and aligned with the 2022 CDC Clinical Practice Guideline for Prescribing Opioids for Pain Management. The contractor will be responsible for creating a 1- to 2-hour CE course that includes content development, speaker recruitment and payment, video production and editing, CE accreditation, and hosting the course on a Learning Management Platform, all while incorporating required TODA and DSHS branding. Monthly reporting on participant demographics, provider specialties, practice locations, and marketing metrics is required, along with the provision of promotional materials. All deliverables must be developed and hosted in Texas, and the contract term extends from the date of award until August 31, 2028, with a possibility of a one-year extension at the agency’s discretion and subject to funding availability. Bidders must submit a complete response via email or secure USB drive by June 23, 2026, at 10:30 AM Central Time, including mandatory documents such as the HHS Solicitation Affirmations, HUB Subcontracting Plan (if applicable), Pricing Sheet, Bidder Reference Form, Form 4109 for Texas Identification Number, and compliance certifications for entity identification, tax status, child support obligations, and anti-discrimination laws. Responses must adhere to strict formatting rules, with technical documents in Microsoft Office formats and signed pages in PDF. Pricing must be firm and fixed for the life of the contract, all-inclusive of labor, materials, equipment, and incidental costs, with no reimbursement for travel, per diem, or office expenses. The award will be made based on best value, not necessarily the lowest price, considering requirements, performance delivery, price, ability to perform, and past vendor performance. The state retains full authority to terminate for cause or convenience, conduct audits and inspections, and demand remediation of deficiencies at the contractor’s sole expense. Contractors must comply with federal and state laws including Title VI, Section 504, ADA, E-Verify, and Texas’s Human Trafficking and Foreign-Owned Company prohibitions. Invoicing must be monthly, itemized, and tied to completed deliverables, processed under the Texas Prompt Payment Act, and subject to immediate rejection if disputed within 21 days.
