The Centers for Disease Control and Prevention (CDC), Centers for Surveillance, Epidemiology and Laboratory Services (CSELS) DPHID/Scientific Publication Branch (SPB) requires an award of a purchase order to CLARIVATE ANALYTICS (US) LLC of Philadelphia, PA to secure the Maintenance, Hosting, and Data Management of a customized Manuscript Submission System for Morbidity Mortality Weekly Report (MMWR). The period of performance includes a base period of 12 months and 4 option periods of 12 months each. The total base and options will not exceed 60 months. Pursuant to, FAR 13.106(1) (b), Soliciting from a single source, (1) for purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). To the best of our knowledge, ScholarOne Manuscripts (Clarivate) is the only software that specifically customized a tracking system for MMWR's specialized workflows for the MMWR Weekly and Serial Publications. ScholarOne is mission critical to MMWR publishing reports. In addition, ScholarOne serves as a repository (from submission to acceptance to publication) for the voluminous amounts of correspondence between author and MMWR peer reviewers for each report. ScholarOne's customizations enables MMWR to publish reports in a timely manner; therefore, award of a Firm-Fixed Price purchase order to is being contemplated in accordance with FAR Part 12 and in conjunction with FAR Part 13 with applicable Sub-Part.
