D -- MICROSOFT EXCHANGE OUTLOOK WEB ACCESS SERVICES

The Federal Law Enforcement Training Center (FLETC), 1131 Chapel Crossing Rd, Glynco, GA intends to award on a sole source basis to Microsoft Consulting Services, Public Sector Practice, Washington, DC 20015 for the successful development of Microsoft Exchange Outlook Web Access (OWA) policies, procedures and plans for the FLETC Exchange 2003 messaging system and optional Enterprise Services including but not limited to architectural guidance and knowledge transfer of the specific major tasks and associated level of effort required for the successful deployment planning of OWA, Project Server 2003, Enterprise Project Management (EPM) and Microsoft Live Meeting. This synopsis is a notice of intent to award under other than full and open competition and should not be viewed as a request for competitive proposals. However, all responses received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
