Emergency Permit for Management of Hazardous Waste, De Anza College, Cupertino, CaliforniaThe California Department of Toxic Substances Control has issued an Emergency Permit to De Anza College in Cupertino to chemically stabilize ten 500-milliliter containers of diethyl ether that have developed hazardous peroxide formations on their containers and caps, posing a significant risk of fire or explosion. Due to the instability of these peroxides, even at low concentrations, the department has deemed immediate action necessary to prevent an imminent threat to human health and the environment. The treatment, to be conducted by Veolia Environmental Services in a secured exclusion zone, involves the careful addition of chemical solutions to reduce the reactivity and ignitability of the waste, ensuring it can be safely transported to an authorized hazardous waste facility. All handling, preparation, and treatment activities must comply with established safety and regulatory standards, and only authorized Veolia technicians are permitted within the exclusion zone during operations. The permit is valid from June 23, 2026, through August 23, 2026, with a strict requirement that De Anza College submit a final report within ten business days after expiration. This report must certify, in accordance with state regulations, that all residual hazardous waste from the stabilization process has been fully cleared from the treatment area and properly managed. The permit reflects a precautionary response to an urgent safety hazard, with oversight provided by DTSC and coordination between the college’s environmental safety director and DTSC’s hazardous substances engineer.
