DHS Network Operations Security Center (NOSC) Network, Cloud, and Cyber Services (NCCS) 2.0

The contract aims to secure comprehensive cybersecurity, network operations, and professional support services for the Department of Homeland Security Headquarters Office of the Chief Information Officer and selected DHS components to enhance the agency’s ability to monitor, analyze, and respond to threats across its information enterprise. Services will encompass end-to-end network and cloud platform management, system and application monitoring, incident management, alerting, and response capabilities spanning all classification levels—from open source and SBU to CUI, Secret, Top Secret, Sensitive Compartmented Information, and Special Access Program data. The initiative is designed to transform the DHS HQ NOSC into a world-class service delivery entity aligned with the DHS Cybersecurity Provider Program standards and recognized industry benchmarks for operational excellence. The primary goal is to elevate the NOSC into a central hub for IT service management, unifying oversight of WAN and select LAN infrastructure, cloud and on-premise platforms, and cybersecurity functions under a single command structure. This includes the coordination of real-time monitoring, event correlation, incident response, and recovery operations across the entirety of DHS Onenet. The contract seeks to establish the NOSC as the authoritative center of excellence for cybersecurity and network operations, ensuring seamless, scalable, and resilient support for classified and unclassified missions through advanced automation, integration, and standardized processes, while maintaining strict compliance with federal information security mandates and operational protocols.
