Enhancing Ecuador National Police (ENP) Capabilities to Investigate Synthetic Drug Trafficking and Support TCO Prosecutions

The contract aims to strengthen Ecuador’s National Chemical Investigation Unit by modernizing its forensic capabilities to better detect and analyze synthetic drugs and precursor chemicals, which are critical in combatting transnational criminal organizations. This includes upgrading laboratory infrastructure, acquiring advanced forensic equipment, delivering specialized technical training to personnel, and supporting accreditation processes to ensure adherence to international laboratory standards. These enhancements are designed to close existing gaps in chemical analysis, improve the accuracy and reliability of forensic results, and ultimately bolster the capacity of Ecuadorian law enforcement to investigate and support the prosecution of synthetic drug trafficking cases. The initiative is led by the Bureau of International Narcotics and Law Enforcement Affairs under the U.S. Department of State, with the primary place of performance located in Quito, Ecuador. The project targets long-term institutional strengthening of the ENP’s forensic unit, focusing on sustainable capabilities rather than short-term interventions.
