The Defense Logistics Agency (DLA) Energy FESAA anticipates issuing a Request for Proposal (RFP) for fuel management services for Defense Fuel Support Point (DFSP) Tampa, FL. The contractor shall provide all services and ancillary facilities necessary for receiving, protecting, storing, and shipping U.S. Government-Owned Turbine Fuel Aviation, Grade Jet-A, in accordance with the contract and the requirements set forth in the Performance Work Statement (PWS).


This procurement will be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 493190 (Other Warehouse and Storage). The current size standard is $36.5 million.


The Government anticipates awarding a firm-fixed-price contract with a four-year base period of performance beginning November 04, 2026, through November 03, 2030, followed by one five-year option period from November 04, 2030, through November 03, 2035, and an additional option to extend services for up to six months under FAR 52.217-8, potentially through May 03, 2036. The contract will be subject to FAR 52.222-41, Service Contract Labor Standards.


The solicitation is anticipated to be posted to the Contracting Opportunities website at www.beta.SAM.gov on or about December 29, 2025. Interested vendors must be registered in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), formerly Wide Area Workflow (WAWF), to submit proposals.
