Mission Enabling Services Contract (MESC) IIThe Mission Enabling Services Contract II (MESC II) is a three-part contracting vehicle designed to support the Johnson Space Center’s Flight Operations Directorate and its affiliated organizations with specialized mission-enabling applications and services. It includes two single-award baselines—NAMIS Services and Spaceflight Enabling Services—that address known, ongoing government requirements independent of any task orders. These baselines ensure continuous support for critical flight-related functions. Alongside the baselines, the contract features a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) component that accommodates new and evolving tasks not already covered by the baselines, allowing for flexible acquisition of innovative or unforeseen mission support capabilities across a broad scope of work. MESC II enables the development, sustainment, and maintenance of highly specialized systems and services essential to NASA’s flight operations, serving not only internal JSC needs but also external partners including other NASA centers, international space agencies, other government entities, and commercial collaborators. The contract is managed under NAICS code 541512 and is forecasted for release on July 1, 2027, with primary performance occurring in Houston, Texas. Point of contact for program inquiries is Erin E. Moeller, and the Small Business Specialist is Tumarrow Romain, ensuring accessibility for small business engagement. The contract does not specify a set-aside type and is issued under the National Aeronautics and Space Administration.

SIMULIA Abaqus/CAE Software Maintenance ServicesThe contract entails the provision of ongoing technical support, software updates, patches, and maintenance services for SIMULIA Abaqus/CAE simulation software, specifically to support naval structural analysis operations at the Naval Surface Warfare Center Carderock Division. The services are critical for ensuring the continued reliability, performance, and compliance of the simulation tools used in the design and evaluation of naval structures, with all work to be performed at the designated location in Bethesda, Maryland, 20817-5700. The contract is structured as a subcontract under the Department of Defense and falls under the NAICS code 541512 for computer systems design services, indicating a focus on specialized technical support rather than general IT services. The solicitation was posted on July 15, 2026, with responses required by July 23, 2026, at 4:00 PM Eastern Time, and the contract is linked to the GSA schedule GS-35F-0147T. While no set-aside designation is specified, the procurement is intended to maintain mission-critical simulation capabilities that underpin the center’s engineering and operational assessments. The absence of a point of contact suggests direct submission through the eBuy portal as the primary means of engagement, and contractors must be prepared to deliver comprehensive, responsive, and timely software lifecycle support to meet the complex needs of naval structural analysis applications.

The State of Georgia is seeking proposals for a scalable GPS Telematics solution to be deployed across its decentralized fleet. The project will be carried out in two phases. Phase 1 involves a proof-of-concept pilot targeting approximately 5,000 administrative vehicles such as sedans, SUVs, and light-duty trucks under 9,000 lbs. GVWR, as designated by the Georgia Department of Administrative Services Office of Fleet Management. The vendor selected for this phase will be responsible for providing all necessary personnel, equipment, software, training, and ongoing monitoring services over a one-year period. Following installation and system deployment, data will be collected and analyzed to assess key performance indicators, with a report published collaboratively by the agency and supplier to gauge benefits and cost savings. Phase 2 is subject to the pilot's success and approval by the DOAS Commissioner and will involve a full statewide rollout expanding GPS Telematics coverage to more than 20,000 vehicles in the state fleet, including cars, vans, buses, and trucks of varying sizes. The selected supplier must deliver a solution with similar resources and capabilities as in the pilot phase to complete the full deployment within one year of approval. The solicitation is managed by the Georgia Department of Administrative Services, with proposals due by mid-April 2026, and further information is available through the agency’s designated contact.

The purpose of this eRFP is to solicit proposals for a scalable GPS Telematics solution for the State of Georgia¿s decentralized fleet. Implementation of the solution will include two phases.
Phase 1 will be a proof-of-concept pilot involving approximately 5,000 administrative vehicles, including sedans, SUVs, and light-duty trucks (under 9,000 lbs. GVWR) as identified by the Georgia Department of Administrative Services (DOAS) Office of Fleet Management (OFM). See Attachment P for vehicle information. The objective of the pilot is to evaluate the benefits and cost-saving potential of implementing GPS Telematics. Upon completion of device installation, system implementation and training, the supplier and OFM will compile data for one year based on Key Performance indicators included in Section 4.0 of this document after which the OFM, in collaboration with the supplier will publish a summary of findings.
The selected Supplier will be responsible for providing all personnel, equipment, software, training, and services required to install, monitor, and report on the GPS devices and diagnostics throughout the pilot period of one full calendar year.
Phase 2 will be dependent upon successful pilot results and the DOAS Commissioner¿s final approval. This phase will be full statewide expansion to the remainder of the vehicles in the State¿s fleet of up to 20,000 + vehicles. Vehicles include cars, light, medium and heavy-duty trucks, buses, vans and SUVs. The selected Supplier will be responsible for providing minimally the same resources as those included in Phase 1 to effectively accomplish full expansion to the remainder of the state fleet within one calendar year of approval.
