This is a combined synopsis/solicitation issued by the Bureau of the Fiscal Service, on behalf of the United States Office of Financial Research (OFR) and Financial Stability Oversight Council (FSOC) for HFR Live and Dead Hedge Fund Datasets as outlined herein. This notice has been prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested as described in �52.212-1 Instructions to Offerors� and a hard-copy written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2020-08. This RFQ is being issued on an unrestricted basis to the open market, under NAICS 518210 (Data Processing, Hosting, and Related Services) which has a United States Small Business Administration size standard of $30,000,000.00 in annual revenue. It is anticipated that a single contract will be awarded as a result of this solicitation. Any questions regarding this solicitation must be received no later than 2:00PM (ET), August 21, 2020 and shall be submitted electronically to purchasing@fiscal.treasury.gov, with a subject line of �Questions for RFQ-OFR-20-HFR, Attn: CW/ED� and will be answered as an amendment to the solicitation. Questions received after the deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. Offerors are prohibited from communicating directly with the OFRFSOC personnel about this procurement action. Proposals shall be submitted electronically to purchasing@fiscal.treasury.gov no later than 12:00PM (ET), Thursday, September 3, 2020, with a subject line of �RFQ-OFR-20-HFR, Attn: CW/ED.� The attached commercial item clauses, supplemental terms and conditions, instructions to offerors, and evaluation criteria/award determination apply to this acquisition. Please see attachment labeled RFQ-OFR-20-HFR. Interested Offerors may register at http://www.beta.SAM.gov to receive notifications along with any amendments that are issued, which will be available for downloading. Please note that beta.SAM provides notification of services as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that interested Offerors monitor the beta.SAM site for all information relevant to desired acquisitions.
