Hydraulic Test Program Set Switching Valve Module

The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to award a Cost Plus Fixed Fee (CPFF) Blanket Ordering Agreement (BOA) Order on a sole source basis to Bell Boeing Joint Project Office (JPO), Amarillo, Texas 79120. The procurement is for the design, development, testing and manufacture of Peculiar Support Equipment (PSE) and associated supportability data for Depot Level of Maintenance of the Local and Remote Switching Valve Modules of the V-22 Aircraft. The new PSE to be designed is the Hydraulic Test Program Set (HTPS), which consists of: Quantity 2, HTPS Switching Valve Module, Holding Fixture (SERD 2600); Quantity 2, HTPS, Switching Valve Module, Adapter (SERD 2601) and Quantity 1 LOT, Supportability Data for the PSE. Bell-Boeing is the Original Equipment Manufacturer of the V-22 aircraft and the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to design, develop, test and produce the required PSE. The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 �Only One Reasonable Source�, therefore, a solicitation is not available for this procurement. The PSE will be delivered to Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey 08733. A determination not to open the requirement to competition, based upon the response(s) to this notice is solely at the discretion of the Government.
