The Department of Defense Education Activity (DoDEA) intends to award the following requirement as a sole source requirement. This requirement is to upgrade the existing Micropact/Tyler Federal Equal Employment Opportunity (EEO) software, iComplaints to Entellitrak (ETK) EEO and add the Reasonable Accommodations (RA) module. The contractor is responsible for migrating the ten years of historical data ensuring 0% data loss, all historical data must be maintained during the migration to the cloud platform. The contractor shall ensure that DoDEA EEO personnel are capable of launching a new complaint at any time (24 hours a day/7 days a week), have that complaint stored indefinitely, while ensuring the RA module is available within the same timeframe. The contractor shall provide any upgrades/updates to forms that are mandated by Federal regulations. This upgrades/updates will be provided by the vendor no more than 60 days prior to the report being due by federal authorities. DOFDEA requires maintenance support of the new software ETK EEO, formerly iComplaints, and the RA module which are utilized for EEO complaint, accommodations, initiation, and tracking. Complaints must be tracked and maintained for 10 years in case of future litigation. DoDEA requires migration to the Cloud that is capable of supporting the DoDEA Cloud computing requirements of Federal Risk and Authorization Management Program (FedRamp) complaint and Impact Level (IL) level 4 (FOUO) or greater compliance. These requirements are based off Defense Information Systems Agency (DISA) Requirements for data storage, as outlined in the DISA Cloud Computing Security Requirements Guide (CC SRG). ETK & RA module follow these rigid data storage requirements and have been found acceptable by DoDEA IT Security.
