PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a Blanket Purchase Agreement with a base and four (4) 1-year option periods on a sole source basis with Verogen Inc., 11111 Flintkote Ave, San Diego, CA 92121, for the purpose of procuring Illumina reagents and consumables for its MiSeq FGx instruments. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The FBI Laboratory's DNA Support Unit (DSU) is evaluating Next Generation Sequencing (NGS) instruments manufactured by Illumina, Inc., in order to support the DNA program activities by advancing the methodologies applied to DNA casework and expand the range of specimens from which probative data can be recovered. Said instruments include the MiSeq FGx, which requires dedicate reagents and supplies to operate. These consumables are required both for preparation of DNA prior to MiSeq FGx sequencing and subsequent operation of the instrument, and they are critical in order for the DSU to continue its evaluation of NGS instruments. Without these consumables, the DSU will be unable to thoroughly evaluate, validate, and implement the full range of NGS technologies. Based on market research, it has been determined that Verogen Inc. is the sole distributor of the Illumina MiSeq FGx instruments and associated products, and therefore it is the only company capable of fulfilling this requirement. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 13 March 2018, by e-mail to the attention of Eliana York, Contracting Officer, at ecyork@fbi.gov . Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement as well a list of the Illumina consumables and reagents is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
