AI Contract Overview
The National Institutes of Health (NIH) Office of the Director, specifically the Office of Logistics and Operations, plans to award a non-competitive contract to Becton, Dickinson and Company's BD Biosciences Business Unit for immunophenotyping and flow cytometric analysis services to support translational research studies. This contract, classified under NAICS code 334516, is intended to provide reliable access to flow cytometry instrumentation essential for the analysis of cellular populations within the intramural research activities of the National Institute of Diabetes and Digestive and Kidney Diseases. The contract will be awarded without full and open competition under FAR Part 13-Simplified Acquisition Procedures, with a simplified acquisition threshold not exceeding $350,000. The requirement stems from the need for timely and routine sample acquisition and analysis to complement ongoing laboratory workflows that currently rely on shared flow cytometry resources across multiple research groups. The solicitation invites interested parties to submit capability statements, technical and cost proposals, and necessary identification and certification documents by June 22, 2026. While this presolicitation notice does not constitute a competitive request, responses will be reviewed to determine if a competitive process should be initiated or if the government will proceed with a sole-source award. All submissions must be electronically sent to the designated contracting officer by the specified deadline, and respondents must be registered in the System for Award Management (SAM).

GENERAL INFORMATION
- Title: Immunophenotyping and Flow Cytometric Analysis of Cellular Populations in Translational Research Studies
- Background Information: The National Institute of Diabetes and Digestive and Kidney Diseases conducts intramural research that requires immunophenotyping and analysis of cellular populations using flow cytometry. These activities are performed across multiple projects within the laboratory and require reliable access to instrumentation capable of supporting routine and time-sensitive experimental workflows. Current laboratory operations utilize shared flow cytometry resources for sample acquisition and analysis. These systems support a broad user base and are scheduled across multiple research groups. To support ongoing laboratory activities, access to a flow cytometry system within the laboratory is required to perform sample acquisition and analysis in alignment with experimental workflows..
