THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. NEW MEXICAN RIDGE-NOSED RATTLESNAKE DATABASE CORRECTION PROJECT. The U.S. Fish and Wildlife Service (FWS), Joint Administrative Operations, Acquisition Goods and Services Operations in coordination with the FWS New Mexico Ecological Services Field Office, hereby provides notice of its intent to award a Sole Source, firm fixed price contract to Andrew Holycross, Fountain Hills, AZ, DUNS# 079848228. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared under the authority of FAR 6.302-1. The contract will be for Professor Holycross to collate, validate, and georeferenced a 20+ year dataset for the New Mexican ridge-nosed rattlesnake (Crotalus willardi obscurus) from the Animas Mountains in southwestern New Mexico resulting in a final report including text and maps for all relevant information from the dataset. Professor Andrew Holycross is considered an expert in the research of this species and has worked with U.S. Fish and Wildlife, Bureau of Land Management, New Mexico Game and Fish Department, and the Arizona Game and Fish Department on research expeditions. Professor Holycross also has access to specific data regarding locality or population estimates. FWS does not possess this data. This research project will result in the collection of data crucial to inform a Species Status Assessment to determine recommendations provided in the most 5-year review are valid. NAICS code: 541620, Environmental Consulting Services (SBA Size Standard $15.0 Million). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than September 25, 2020, 5:00pm, MT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be in writing and are to be sent via email to the point of contact specified in this notice. The Government will not be responsible for any cost incurred in preparation of quotations. All interested parties may submit a response for consideration via email to Lisa Rodriguez, Contract Specialist, email: lisa_rodriguez@fws.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
