The following is a summary of the statement of work for this requirement. The Correctional Service Canada has a requirement to provide interpretation services to offenders for Parole Board Canada hearings, medical or mental health assessments, as well as nonspecific meetings between offenders and CSC staff or contractors. Objectives: To provide multiple resources (interpreters) to assist with consecutive and simultaneous Interpretation Services both in-person and virtually in the Ontario Region. A minimum of seven (7) language to language resources and three (3) American Sign Language (ASL) Interpreters and Certified Deaf Interpreters (CDI) resources must be available at all times. The Contractor must provide multiple resources for both consecutive and simultaneous interpretation services in a wide variety of languages for meetings that include, but are not limited to, meetings between offenders, Correctional Service Canada (CSC) staff, Parole Board of Canada (PBC) members, medical and mental health practitioners. The Contractor must perform all work in English essential, and interpret to a variety of linguistic profiles such as: Albanian Hungarian Somali Arabic Italian Spanish ASL Kirundi Swahili Bengali Korean Tagalog Chinese - Cantonese Lao Tamil Chinese - Mandarin Persian Tigrinya Dari Polish Toishan Farsi Portuguese Urdu French Punjabi Vietnamese German Rohingya *Other languages may be required on an as-required basis. Deliverables: The Contractor must be a member of the Canadian Language Industry Association (CLIA) and International Standards Organization (ISO) as a certified interpretation service provider who must provide multiple individual resources (interpreters) to perform both in-person and virtual interpretation for CSC sites in the Ontario Region, for communication between Correctional Service Canada (CSC) staff, Parole Board of Canada (PBC) members, medical and mental health practitioners, and federal offenders. Each individual resource must be a certified member, in good standing with The Association of Translators and Interpreters of Ontario (ATIO) or other provincial equivalent under the Canadian Translators, Terminologists, and Interpreters Council (CTTIC). The Contractor’s resources must provide the following consecutive and simultaneous interpretation services: • Language-to-language Interpreters • Certified Deaf Interpreters (CDI) • American Sign Language (ASL) Interpreters The Contractor must provide the following: 6.1 GENERAL 1. The Contractor must be certified and in good standing with the Canadian General Standards Board and the Canadian Language Industry Association (CLIA). 2. The Contractor must have a minimum of five (5) years experience in the last ten (10) years providing language to language, ASL and CDI consecutive and simultaneous interpretation services. 3. For language to language interpretation, the Contractor must ensure that the individual resources are certified and in good standing with The Association of Translators and Interpreters of Ontario (ATIO), or other provincial equivalent under the Canadian Translators, Terminologists, and Interpreters Council (CTTIC). 4. For ASL and CDI Resources, the Contractor must ensure that the individual resources are certified and in good standing with Ontario Association of Sign Language Interpreters (OASLI), the Canadian Association of Sign Language Interpreters (CASLI), or other provincial equivalent. 5. The Contractor must ensure that the individual resources provide interpretation services impartially. The resources’ role is to facilitate communication. They must not provide counsel. 6. The Contractor must ensure that the interpretation is complete, accurate and faithful to the original message with respect to meaning, free of omissions, additions, or distortions. 7. The Contractor must ensure that the consecutive and simultaneous interpretation includes the meaning conveyed by gestures, body language and tone of voice. 8. The Contractor must provide a list of security cleared personnel to the Contracting Authority quarterly for verification at any given time. 9. When in-person (onsite) interpretation services are required, the Contractor must provide the qualified resource closest to the location where services are required. 10. The Contractor must be able to provide interpreters at all locations indicated in the Statement of Work within the timeframes outlined in regular and urgent requests. The Contractor ‘s personnel must provide services in person at the location CSC determines. 11. The Contractor may request reimbursement for travel expenses, by contacting the Chief of Administration or District Manager of the requesting office. If the Contractor is requesting reimbursement for travel expenses, please see below in this Statement of Work, under Location of Work, 3. Travel. 12. The Contractor’s personnel must provide Virtual (offsite) Interpretation Service via teleconference or video conference from the Contractor’s place of business, where confidentiality can be guaranteed, such as an enclosed boardroom or office. The Contractor or their personnel must not make any recordings of any kind and must not hold or retain any information related to the service. 13. CSC will provide the Contractor with a list of CSC Acronyms and Definitions to assist the Resources in providing correct interpretation of these acronyms.
