AI Contract Overview
The contract solicitation SPE4A5-26-Q-0512 seeks the procurement of 113 units of the lever, piston stop, identified by NSN 1610-00-628-7416 and part number 779110-1 from Hamilton Sundstrand Corporation. The item is classified as a commercial item and is subject to strict technical and quality standards defined by the DLA Master List of Technical and Quality Requirements, which supersede all other standards including ASTM D3951. Packaging and marking must comply with MIL-STD-129 and DLA Packaging Requirements for Procurement (RP001), with palletization following standardized guidelines. Item Unique Identification is not required per DFARS 252.211-7003(c)(1)(i), and no barcoding under MIL-STD-130 is mandated. The sampling methodology must follow MIL-STD-1916 or ASQ H1331 with zero non-conformances allowed in the sample unless otherwise specified, and all attributes are to be verified under predefined acceptance levels. Inspection and acceptance occur at the destination, specifically at Robins Air Force Base, Georgia, with FOB origin terms transferring title and risk at the supplier’s shipping point. Delivery is required within 166 days after order placement, and pricing is fixed with no variance allowed in quantity. The solicitation mandates comprehensive traceability documentation, requiring contractors to provide proof of prior U.S. government ownership or approved source authorization, especially for surplus or reverse-engineered items, with submissions due within two days of request. Source Approval Requests must be supported by documentation under RC001 and alternate offers must include technical data and test results within ten days of request. Cybersecurity Maturity Model Certification Level 2 self-assessment is required, and all suppliers must comply with DoD cybersecurity expectations. Offerors must self-certify their small business status per 52.219-31, though this is not a set-aside contract. Payment will be processed electronically via Wide Area WorkFlow using appropriate invoice formats, with all submissions routed through the designated DLA procurement portal or email. Evaluation prioritizes past performance—particularly historical quality and delivery compliance—over cost, with a trade-off approach expected rather than lowest price technically acceptable. The buyer contact is Rasulbek Kilichev of DLA Aviation, and proposals must be submitted by May 1
