This contract solicitation issued by the Department of Defense through the NAVSUP Weapon Systems Support in Mechanicsburg, PA, calls for the repair of Lube Oil Coolers. It establishes a firm-fixed-price repair agreement with a Government-required repair turnaround time (RTAT) of 90 days, measured from the physical receipt of the asset at the contractor’s facility to Government acceptance. The contractor must ensure compliance with specified repair standards and quality assurance requirements, including Government Source Inspection and proper marking per MIL-STD-130. The contract emphasizes accurate and timely reporting in the Commercial Asset Visibility (CAV) system and requires the contractor to notify the Contracting Officer prior to making any design, material, servicing, or part number changes, following designated code categories. The solicitation encourages accelerated and incremental deliveries and outlines that freight is FOB origin, with the Navy managing shipping per the CAV Statement of Work. The Government will handle shipping freight and mandates price reductions for late deliveries beyond the agreed RTAT, excluding excusable delays. An option clause allows for increased quantities at the established unit price, with continuation of delivery schedules unless otherwise agreed. Contractors must submit quotes including pricing, RTAT commitment, capacity constraints if any, and details like Unit Price, Total Price, and Return Material Authorization. The contract also includes provisions related to cybersecurity maturity certifications, small business subcontracting plans, and mandates the use of WorkFlow Pro for administration, all reflecting compliance with current DoD acquisition policies and priorities.
