This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NIH-NIMHD-2023-7 and is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2022-08. The North American Industry Classification (NAICS) Code is 541611 and the business size standard is $15M. This solicitation is Not set aside for small business. It is the intent of the National Institute of Minority Health and Health Disparities (NIMHD) to award a contract, without providing for full and open competition, to the University of Washington - Institute for Health Metrics and Evaluation (IHME), 433 Brooklyn Avenue NE, Seattle, WA 98195-0001 to produce U.S. county-level estimates of the burden of disease stratified by race-ethnicity, SES, sex, and age. This is a Notice of Intent to receive the services from IHME because they have the capacity to incorporate the scientific advances into their existing Global Burden of Disease platform and structures to make them publicly available with the necessary technical assistance for others to fully utilize the new scientific resources that have been produced under the current contract. Interested vendors capable of providing the Government with the services specified in this synopsis should submit their proposals in accordance with Section L - Instructions, Conditions and Notices of Offerors in the solicitation. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency.
