Pursuant to FAR 13.501(a), the National Science Foundation intends to purchase professional services in support of Organization Technical Committee 229 (ISO/TC 229) Technical Advisory Group (TAG) work Group from the American National Standards Institute (ANSI). ANSI coordinates the development of voluntary consensus standards in the United States and has represented the needs and views of U.S. stakeholders in standardization fora around the globe. ANSI is the U.S. member body to ISO and, via its U.S. National Committee, the International Electrotechnical Commission (IEC). ANSI administers the U.S. Technical Advisory Group (TAG) for ISO/TC 229 Nanotechnologies. The scope is standardization in the field of nanotechnologies that includes either or both of the following: Understanding and control of matter and processes at the nanoscale, typically, but not exclusively, below 100 nanometers in one or more dimensions where the onset of size-dependent phenomena usually enables novel applications Utilizing the properties of nanoscale materials that differ from the properties of individual atoms, molecules, and bulk matter to create improved materials, devices, and systems that exploit these new properties Specific tasks include developing standards for: terminology and nomenclature; metrology and instrumentation, including specifications for reference materials; test methodologies; modelling and simulations; and science-based health, safety, and environmental practices. ANSI has had the role of administrator for ISO/TC229 TAG Working Group 3 for more than 10 years and, as a result, has acquired unique expertise and background in the administration of this working group. There are no other organizations within the U.S. that have the same expertise and background in this area. ISO/TC229 TAG Working Group 3 is the leading body in developing global standards related to the environmental, health and safety aspects of nanotechnology. Continued strong U.S. leadership in this Working Group is essential to continued US global economic competitiveness in nanotechnology, since these standards can impact the commercial viability of nanotechnology products. The period of performance is September 1, 2023, through August 31, 2024, with four (4) one-year option periods. The notice of this intent is not a request for competitive proposals.
