The U. S. International Trade Commission (Commission) intends to solicit, negotiate, and award a Purchase Order to Professor Mario Larch, Bayreuth, Bayern Germany, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Commission anticipates award of a Purchase Order on a sole source basis to Professor Larch, a researcher with significant experience analyzing and developing similar databases to this effort. Professor Larch is uniquely qualified for this work because he had helped the Commission develop the International Trade and Production database. The Commission�s objective is to expand the modeling of impact of trade on workers by developing a database for the International Factors of Production, which will contain employment, labor compensation, and capital stock data by country, industry, and year. The anticipated period of performance is one year beginning October 1, 2023. This notice is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this notice is for informational purposes only. Interested people/organizations may identify their interest and capability to respond to this requirement by submitting a Capability Statement within five days after the date of publication of this notice. Capability Statements received will be considered by the agency. Responses to this notice may be sent to the Contracting Officer, debra.bridge@usitc.gov The determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
