Police Integrity 360°: Strengthening Internal Control and Integrity in Ecuador National Police (ENP)

The contract aims to enhance internal controls and personnel reliability within Ecuador’s National Police by upgrading infrastructure, equipping facilities, and delivering comprehensive advisory services and training programs. Key initiatives include establishing two Inspector General satellite offices in Guayas and Manabí to extend oversight beyond Quito, ensuring broader geographical coverage and improved accountability. A Vetting Training Center will be refurbished to support standardized screening and evaluation protocols, while acquisition of equipment and technical assistance will enable the National Police to achieve ISO certification in both quality management and anti-bribery practices, aligning operations with international standards. Additionally, specialized training will be provided to develop a cadre of certified polygraph examiners, strengthening the capacity to verify integrity and detect misconduct among personnel. These measures collectively reinforce institutional integrity, reduce corruption risks, and improve operational transparency across the national police force.
