Scope: The City of Newport Beach (“City”) is seeking proposals from qualified proposers interested in providing an assessment of the potential environmental impacts related to possible relocation of the Newport Beach Police Department’s headquarters to the Civic Center Campus, and preparing the required environmental documents in compliance with the California Environmental Quality Act (“CEQA”). An environmental impact report (“EIR”) was prepared and certified in 2009 for a project known as the City Hall and Park Development Plan. This project involved the development of City Hall, Civic Center Park, and improvements to the Newport Beach Public Library. While the 2009 EIR evaluated potential impacts related to development of the Civic Center Campus, including the project site, the proposed project involves changes that will require the preparation of a supplemental EIR due to the involvement of significant new project components and potential environmental effects.
The objective of this Request for Proposals (“RFP”) solicitation is to identify the highest-qualified proposer to provide these services over the course of a proposed two (2) year contract term with an option to extend for two (2) additional one (1) year renewals. The City reserves the right to make multiple awards if doing so serves in the best interest of the City. Final contract terms, including compensation and length of the agreement are subject to final City and/or City Council approval, depending on department needs.
