Preventing U.S. Adversaries’ Access to Critical Technologies, Exploitation of Scientific and Commercial Facilities for Military Advancement, and international adoption of critical technologies that threaten national and economic security.

This contract supports U.S. national security and economic interests by equipping subject matter experts to deliver international training programs aimed at safeguarding advanced technologies such as artificial intelligence, quantum computing, and semiconductors from theft, forced transfer, or exploitation by foreign adversaries. The initiative focuses on enhancing research security, intellectual property protection, cybersecurity, physical security, and personnel reliability across global partner nations to prevent the misuse of scientific and commercial infrastructure for military gain. Training will also target the identification of dual-use equipment and suspicious contracting practices, with the goal of strengthening oversight of space facilities and related infrastructure to disrupt predatory behavior and secure critical technology supply chains. Additionally, the program raises awareness among partner nations about the national security risks associated with the adoption of Chinese-developed critical technologies—including artificial intelligence systems, low Earth orbit satellite networks, and smart city infrastructure—and works to align international standards with U.S. security protocols. By improving partner nations’ capabilities to evaluate and mitigate these risks, the effort seeks to create a more secure global technology environment that encourages investment from U.S. companies and expands America’s commercial footprint in high-tech markets. The initiative is managed by the Department of State under the Arms Control and Nonproliferation - Cooperative Threat Reduction office and targets multiple international locations in alignment with broader strategic objectives outlined in NSPM-3 and America’s AI Action Plan.
