Galway DownsThe Galway Downs facility, spanning approximately 241.6 acres in Riverside County, California, is a multi-use equestrian center seeking regulatory approvals to expand its operational scope while maintaining its core equestrian focus. The proposed changes include a revision to the existing Conditional Use Permit to authorize new structures such as a restroom building, an awards ceremony area, a grand pavilion tent, an office trailer, and a solar canopy over an existing arena, alongside expanded RV and future park model lodging areas. Existing buildings like barns and storage structures will remain in use. The project also seeks a change in zoning classification to the Wine Country – Equestrian zone, which would introduce new definitions, update development standards for equestrian establishments, add provisions for equestrian RV parks and park model lodging, and explicitly prohibit street parking during special events. These zoning modifications are designed to support enhanced operational flexibility without altering the facility’s primary equestrian character. Additionally, the project requests an exception to the Riverside County Noise Ordinance to allow scheduled use of sound amplification equipment between 8 a.m. and 10 p.m. on designated areas of the property without requiring event-by-event approval, provided the sound exceeds 200 feet from its source. This exception enables the facility to host non-equestrian sports and entertainment events on weekends and holidays while ensuring controlled noise exposure to surrounding areas. The approvals aim to modernize infrastructure, accommodate larger-scale competitions, diversify event offerings, and improve visitor amenities, all under a regulatory framework that maintains environmental and community safeguards. The facility's operations will remain subject to future discretionary approvals for layout plans, particularly concerning proposed lodging and housing units.
