Request for Qualifications for Environmental Services Cultural Assessment Review for Weatherization Projects Statewide 2025-RFQ-125

The Department of Community Services and Development (CSD) is seeking a qualified Environmental Services Contractor to provide cultural resource professional services in support of residential weatherization projects across California. These projects fall under federally funded programs such as the Low-Income Home Energy Assistance Program (LIHEAP), the U.S. Department of Energy Weatherization Assistance Program (DOE WAP), and the DOE WAP Infrastructure Investment and Jobs Act (IIJA). The contractor will assist CSD’s Local Service Provider Network in complying with environmental regulations, including the National Historic Preservation Act (NHPA). The contract has an anticipated budget of up to $1.9 million, covering services from July 1, 2026, through June 30, 2031, with an option for CSD to extend the term by one year at the same rates and terms, subject to mutual agreement.
