The Defense Health Agency (DHA) intends to award a sole source contract under the authority of FAR 13.501(a) to RQI Partners, LLC. of 7272 Greenville Ave STE P2020, Dallas, Texas 75231-5129 for Resuscitation Quality Improvement (RQI) for Neonatal Resuscitation. The RQI for NRP is a quality improvement program that offers an alternate educational and administration method that verifies competence in positive pressure ventilation skills on a neonatal simulator endorsed by the AAP. This product offers live bio feedback and assessment for the learning 24/7, thus reducing barriers to learning including: time constraints and unavailability of direct instructor observation, while also, increasing the opportunity to monitor and track quality safety metrics for safe care. Vendor shall be endorsed by the AAP (reference text of Neonatal Resuscitation, AAP, 8th ed). This is the only product that is endorsed by the AAP (reference text of Neonatal Resuscitation, AAP, 8th ed). This product was vetted and endorsed by the NMTRC Perinatal Committee in 2022 as a best practice for bridging novice Corpsman, Nurses, and medical providers the opportunity to accrue skills not readily available in a low census and low acuity setting. It is the contractor�s responsibility to be familiar with the applicable FAR and DFARS clauses and provisions. The FAR and DFARS clauses may be accessed in full text at the below-referenced addresses: FAR Clauses: http://acquisition.gov/browsefar DFARS Clauses: https://www.acq.osd.mil/dpap/dars/dfarspgi/current/ This acquisition is for a 12-month base year plus four option years program to provide all personnel, equipment, supplies, transportation, materials, supervision, and other items and non-personnel services necessary. The contractor is responsible for conducting business Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. General maintenance must be included within the cost of the contract, and repairs which are needed, must first be troubleshooted with the contractor before the part is replaced or remotely fixed. The contractor does not need to complete in person repair visits if they remotely troubleshoot or replace the equipment as necessary, as outlined above. If an item of equipment is to be returned, the contractor must provide a return shipping label. Should there be any downtime expected, the contractor must send out replacement equipment. Software updates must be pushed to the equipment automatically and may not touch DHA servers in any way. Contractor shall be OEM authorized dealer, authorized distributor, or authorized reseller for the proposed software/hardware and equipment such that OEM warranty and services are provided and maintained by the OEM. All software licensing, warranty, and services associated with the software/hardware and equipment shall be in accordance with OEM terms and conditions. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 12-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submission that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
