It is the intention of the Department of Defense Concessions Committee (DoDCC), a Non-Appropriated Fund Instrumentality (NAFI), to award a non-exclusive license agreement for a firm to operate and manage a bank branch of its financial institution; install, manage and operate ATMs at designated spaces within the Pentagon; provide financial services; and provide no-cost accounts, without minimum deposit requirements, to official U.S. Government customers, to include auxiliary Government accounts (for the Department of Defense, United States Army, United States Navy, United States Air Force, United States Marine Corps and the United States Coast Guard), to include accounts of Morale and Welfare Funds and to provide no-cost personal checking accounts, without minimum deposit requirements, to employees working at the Pentagon, the Mark Center and on the Pentagon Reservation. The base period of performance (PoP) will be five (5) years with two (2) five-year (5-year) option periods subject to mutual agreement. All questions concerning this notice should be submitted electronically via e-mail to the Points of Contact as indicated in this announcement. All information pertaining to this announcement, including technical (or other) questions and answers will be provided to/through the Contracting Officer ONLY to ensure equal distribution of information to interested parties via Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. Interested companies must submit an expression of interest and a statement of qualifications/experience (3-page limit) to the Contracting Office no later than November 30, 2018. The DoDCC anticipates issuance of the solicitation for this requirement in late December 2018 or early January 2019.
