Lower North Philadelphia CDC (LNPCDC) and Better Building Group (BBG), with funding support from the Philadelphia Department of Commerce and the Philadelphia Housing Authority (PHA), – are seeking a qualified and licensed architectural firm or individual that can provide architectural design services and permit expediting services to LNPCDC as part of the Targeted Storefront Improvement Program (SIP). In addition to local City funding, SIP is federally funded through the United States Department of Housing and Urban Development’s (HUD) Choice Neighborhoods Initiative program (CNI). Therefore, all applicable federal guidelines, policies, and procedures must be complied with in administering the program.
LNPCDC and BBG have allocated $450,000 in City and CNI funds provided by Commerce and PHA for the Targeted Storefront Improvement Program. The services proposed by the consultant are to be provided on a deliverable basis for a fee not to exceed $90,000.
The program anticipates completing ten to twelve (10-12) properties for a total of $360,000. Grants of up to $30,000 will be awarded on a “first-come, first-served” basis. Basic grants will be available for eligible properties located within the target area of the program.
The primary targeted area for the program is Sharswood Choice Neighborhood defined as North College Avenue to the south, Montgomery Avenue to the north, 19th Street to the east, and 27th Street to the west. Priority consideration will be given to businesses located along the commercial corridors of Ridge Avenue and Cecil B. Moore Avenue within the target area as described above.
