RFQ for IDIQ Professional Land Surveying Services for The Texas State University System

The Texas State University System is seeking qualified land surveying firms to provide indefinite delivery-indefinite quantity services for planning, design, renovation, and construction projects across its member institutions throughout Texas. Respondents must be licensed by the Texas Board of Professional Engineers and Land Surveyors under Section 1071.002 of the Texas Occupations Code and capable of delivering comprehensive surveying services on an hourly or lump sum basis as directed by the system. The contract will be structured as an IDIQ agreement with an initial three-year term and the option for two one-year extensions, with a total potential ceiling of $500,000 subject to possible increase. Services required include boundary surveys, topographic surveys with one-foot contour intervals tied to FEMA datums, structure plotting to the nearest 0.10 foot, identification of encroachments and easements, and compliance with strict accuracy standards for legal descriptions and area measurements. The selected firm must assign at least one experienced point of contact available for oversight and ensure all personnel comply with state and federal requirements including non-discrimination, cybersecurity training mandated by Texas Government Code Section 2054.5192, critical infrastructure affirmations under Section 2274.0102, and prohibitions against boycotts of Israel, the firearm industry, and energy companies. Respondents must demonstrate financial stability, disclose any litigation or professional liability claims from the past five years, declare any conflicts of interest with TSUS personnel, and adhere to transparency requirements under the Texas Public Information Act. The selection process is based exclusively on qualifications, evaluated through a weighted scoring system where personnel qualifications and past performance each carry 30% weight, followed by ability to perform, knowledge of best practices, and availability at 15% and 10% respectively.
