Roofing Contractor Services

The County of Shasta is soliciting qualified roofing contractors to provide comprehensive roofing and drainage services on an as-needed basis under a three-year Aggregate Public Works Construction Contract with a total ceiling of $220,000. Services include the inspection, maintenance, repair, removal, and installation of all major roofing systems such as metal, shingle, asphalt, foam, slate, tile, and shake, along with related waterproofing, weatherproofing, and drainage components including gutters and downspouts. Contractors must respond to emergency requests within one hour and arrive on-site within three hours, perform minor structural modifications, and ensure all work complies with state and local codes. Each individual project cannot exceed $75,000 and must be formally agreed upon in writing prior to commencement. All work must be performed at County facilities, primarily in Redding, California, with strict adherence to prevailing wage laws and labor standards. Contractors must hold a valid California Class B General Building and C-39 Roofing license, be registered with the California Department of Industrial Relations, carry $2 million in general liability insurance per occurrence, and maintain workers’ compensation and automobile liability coverage. Performance bonds are required for projects over $25,000, and all insurance must name Shasta County as an additional insured with primary, non-contributory status and a waiver of subrogation. Proposals must include a completed price sheet, ACH authorization form, DIR documentation, and proof of licensing and insurance. The evaluation is based on a trade-off methodology, weighing price (30%), experience (25%), staffing capacity (25%), warranty (15%), and compliance with licensing and DIR registration (5%). Contracts will be executed electronically, payments processed via ACH or virtual card, and all documentation must be labeled with the contract number, dollar amount, and department name. Contractors must also submit certifications regarding debarment status, business structure, and confidentiality claims, and adhere to strict document labeling and confidentiality requirements under California law.
