THIS SOLICITATION WILL RESULT IN AN INDEFINITE QUANTITY CONTRACT (IQC) FOR A BASE PERIOD OF 5 YEARS WITH ZERO (0) OPTIONS.  THE ESTIMATED ANNUAL QUANITTY IS 57678 BX; THE MINIMUM DELIVERY ORDER QUANTITY IS 10568 BX; THE MAXIMUM DELIVERY ORDER QUANTITY IS 57678 BX. GOVERNMENT FIRST ARTICLE TESTING AND PRODUCT LOT TESTING ARE REQUIRED.  THE DELIVERY DATE WILL BE 750 DAYS INCLUDING: 180 DAYS TO SUBMIT THE FAT SAMPLES, 150 DAYS FOR EVALUATION AND NOTIFY CONTRACTOR AND 180 DAYS TO SUBMIT THE PRODUCTION LOT TEST SAMPLES, 60 DAYS FOR GOVERNMENT TO TEST AND EVLUATION, 180 DAYS FOR CONTRACTOR TO DELIVERY PRODUCTION UNITS TO THE GOVERNMENT.  INSPECTION AND ACCPETANCE WILL BE AT ORIGIN, FOB IS AT ORIGIN.  SURGE IS REQUIRED FOR THIS PROCUREMENT; THE MONTHLY SURGE QUANTITY IS 28.  THIS IS A DLA DIRECT PROCUREMENT.  THE SOLICITATION WILL BE ISSUED AS SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE.  THIS IS NOT A CRITICAL SAFETY ITEM; IT IS A LIFE SUPPORT ITEM.  PRICE, PAST PERFORMANCE AND DELIVERY WILL BE EQUALLY WEIGHTED.  THE FINAL CONTRACT AWARD DECISION MAY BE BASED UPON A COMBINATION OF PRICE, PAST PERFORMANCE, SPRS, AND OTHER EVALUATION FACTORS AS DESCRIBED IN THE SOLICITATION.  THIS REQUEST IS FOR A WIRTTEN QUOTE.  PLEASE SUBMIT OFFERS IN WRITING.
