The Defense Logistics Agency (DLA) is conducting market research through a Sources Sought Synopsis to identify qualified manufacturing and supply sources for a starter drive assembly, identified by NSN 2840-01-461-9195 and part number 2-160-010-21, supporting the ENGINES weapon system. This effort, which currently does not have an active solicitation and will not respond to requests for one, seeks to determine if future procurements can be competitive or set aside for small businesses. The acquisition falls under NAICS code 336412 with a size standard of 1,500 employees and requires specialized engineering source approval by the design control activity to maintain part quality. Production knowledge and technical data are restricted to approved sources, with the procurement being justified under a sole source exception due to these unique capabilities and data rights. Interested contractors must meet prequalification requirements to be considered as potential sources and are encouraged to seek source approval to compete in future solicitations. Responsibilities for the selected contractor include compliance with all special requirements, managing engineering services related to source qualification, and overseeing the entire manufacturing and supply chain process, including material forecasting, logistics, and delivery. Export controls apply due to the technical data involved, and all offerors and suppliers must hold current certifications to access export-controlled information. The DLA Aviation office at Redstone Arsenal, Alabama, is managing this effort, and responses submitted are strictly voluntary with no commitment from the government to award a contract.
