Parks Canada is procuring concrete roofbeam rehabilitation services for two snowsheds—Tupper No.1 Snowshed and Len’s Snowshed—located at km 18.1 and km 18.8 of the Trans-Canada Highway in Glacier National Park, British Columbia, with the contractor responsible for managing all traffic control during work. This solicitation is the second stage of a two-stage process, where only suppliers previously qualified through Stage One are invited to submit bids; subcontractors may register their interest to support the lead bidder. The work must comply with all specifications, drawings, and relevant regulations including the Canada Labour Code and Canada Occupational Health and Safety Regulations, and must be performed according to the Standard Acquisition Clauses and Conditions (SACC) Manual. All contractors must hold valid security clearances prior to contract award, and all personnel—including subcontractors—must meet these requirements to access the site. The contract requires submission of a bid bond, performance bond, and labour and material payment bond using prescribed government forms, along with a certificate of insurance; the contractor must maintain insurance coverage for six years after substantial performance. The contract requires full compliance with administrative and procedural conditions, including mandatory participation in a site visit, failure of which renders a bid non-responsive. Bids must be submitted electronically via email to the designated Parks Canada address, with a maximum total submission size of 15 megabytes, and must include signed documentation, declarations, and disclosures of corporate directors and owners under Integrity Provisions. Payments will be processed via direct deposit only, and vendors must register their banking details with Parks Canada prior to contract award. No pricing details are populated in the solicitation, and the estimated contract value remains unspecified; however, bidders are expected to provide unit prices and lump sum amounts based on the enclosed Combined Price Form. The place of performance is fixed at the two snowshed locations near Golden, British Columbia, and the bid deadline is June 18, 2026. The contract is governed by specific SACC clauses covering administration, execution, protective measures, payment terms, delays and changes, default, dispute resolution, and contract security. Disputes are to be resolved under the alternate clause R2882D, and the government retains authority for inspection and acceptance. Electronic bid submissions are permitted if encrypted and compliant, and no paper or courier deliveries are accepted.
