SWITCH, PULL

This contract, issued under solicitation SPE7M8-26-T-5429 by the Department of Defense’s Electrical Devices Division, is a firm-fixed-price procurement for 42 units of a SWITCH,PULL with NSN 5930-01-598-9264, to be delivered FOB origin to the DLA Distribution Facility in New Cumberland, Pennsylvania. The delivery must be completed within 137 days of award, with an original required delivery date of October 14, 2026, and a need ship date of December 12, 2026. The contract strictly prohibits the intentional addition of mercury or mercury-containing compounds to any supplied hardware, except for functional uses in batteries, fluorescent lamps, certain instruments, sensors, weapon systems, and reagents specified by NAVSEA; portable mercury-containing devices must be shockproof and include a secondary containment barrier per NAVSEA 5100-003D. Packaging must comply with the DLA Master List of Technical and Quality Requirements, which supersedes ASTM D3951, and for non-hazardous items, must follow commercial packaging standards while hazardous items must meet TQ requirement IP025 as defined by FED-STD-313. All packaging must be marked and labeled in accordance with MIL-STD-129, including proper Unit of Issue and Quantity per Unit Pack identification, and palletization must conform to RP001 DLA Packaging Requirements. Delivery is subject to destination inspection and acceptance by the Government, with electronic invoicing mandated through WAWF. The contract includes compliance with numerous FAR and DFARS clauses covering employment equity, trafficking in persons, sustainable products, cybersecurity safeguarding, hazardous material handling, export controls, and prohibition of Chinese military company equipment. Contractors must affirm their small business status, UEI, and CAGE code, and comply with flow-down obligations for subcontractors regarding commercial services, cybersecurity, and transportation by U.S.-flag vessels.
