This contract involves the procurement of vacuum blood collection test tubes, each with a 7 mL capacity, designated under NSN 6640-00-145-1534. The items must conform to stringent packaging and marking requirements as specified by the Defense Logistics Agency (DLA), including adherence to DLA Packaging Requirements for Procurement, Medical Marking Standard No. 1, and applicable technical and quality standards from the DLA master list. The packaging must ensure protection from damage and be suitable for safe shipment with commercial exterior containers, complying with ASTM D3951 unless superseded by DLA standards. The product has a specified shelf life of 45 months, with no more than eight months elapsed from manufacture to government delivery. All labeling must include the NSN, manufacturer and CAGE code, manufacture and expiration dates, and contract/lot numbers, with compliance to FDA regulations as these tubes are considered medical devices. The contract outlines multiple delivery line items, each requiring a quantity of one package unit, delivered to specified military shipping addresses such as APO AE 09898 and Abu Dhabi, with a delivery timeframe of 20 days to destination points. Inspection and acceptance of goods will occur at destination. Shipments must be traceable and exclude parcel post usage. Additional directions highlight handling of hazardous materials per FED-STD-313 if applicable, and strict palletization in line with DLA RP001 requirements. The contracting office provides a point of contact for queries, and the contract specifies procurement under solicitation SPE2DH-26-T-3966 with response deadlines in May 2026. This contract is managed under federal medical supply chain protocols for Department of Defense distribution.
