NOTICE OF INTENT TO SOLE SOURCE: The Department of Homeland Security, Immigration and Customs (ICE) Office of Acquisition Management (OAQ) Dallas, TX 75247, hereby gives notice of their intent to solicit from a single source under the authority of FAR 13.106-1(b)(1)(i) to Foster and Freeman, 46030 Manekin Plaza, Suite 170, Sterling, VA 20166-6518. The contracting officer has determined in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The Department of Homeland Security Forensic Laboratory has a need to upgrade two (2) current VSC6000 to VSC8000 Systems manufactured by Foster & Freeman. Market research has revealed Foster and Freeman does have one authorized reseller for this system, but not in the United States. The reseller is only authorized to resell overseas. Therefore, the government intends to procure these items on a sole source basis from Foster and Freeman, the original equipment manufacturer (OEM) of the equipment. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES AND IS FOR INFORMATION ONLY. No solicitation document is available, and telephone, fax, or e-mail requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
