AI Contract Overview
The contract is for the procurement of one flat washer, identified by NSN 5310015949558 and part number AL-1256-C10, under solicitation SPE4A0-26-T-2864, with a total contract value of one dollar. Delivery is required within five days of order placement, with FOB Origin terms meaning title and risk transfer to the government upon delivery at the contractor’s facility. The item must be delivered to Johnstown, Pennsylvania, and inspection and acceptance occur at the destination. Packaging must adhere to ASTM D3951, but all requirements from the DLA Master List of Technical and Quality Requirements take precedence, including RP001 for palletization and MIL-STD-129 for marking and labeling, which mandates barcoding, unit of issue, and quantity per unit pack identification. Sampling must follow MIL-STD-1916 or ASQ H1331 with a zero-defect acceptance standard unless otherwise stated, and unspecified attributes are treated as major. The contract includes multiple FAR and DFARS clauses governing cybersecurity, whistleblower rights, employee eligibility, trafficking in persons, foreign purchase restrictions, and safeguarding of covered defense information, with compliance to NIST SP 800-171 required for information systems. The contractor must use Wide Area WorkFlow for invoicing and submit all representations and certifications via SAM, including UEI, CAGE code, small business status, and disclosure of covered telecommunications equipment. All packaging and shipment must avoid parcel post and utilize traceable freight methods, with hazardous materials requiring OSHA-compliant labeling under DFARS 252.223-7001. The contract is a fixed-price, single-line award with no options, and no evaluation factors or weights are specified, implying it may be awarded using a lowest-price technically acceptable approach.
