AI Contract Overview
The contract is for the procurement of 17 units of a wire rope assembly identified by NSN 4010-01-472-2591, with a delivery requirement of 165 days after award, destined for the DLA Distribution San Joaquin facility in Tracy, California. The item is designated as a critical application item, with sole-source suppliers listed including University Swaging Corporation LLC and The Boeing Company. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, which supersedes all other standards including ASTM D3951. Sampling and inspection are mandated to follow MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based plan, with critical, major, and minor attributes assigned AQLs of 0.1, 1.0, and 4.0 respectively; acceptance requires zero non-conformances unless otherwise specified. Inspection and acceptance occur at destination, and packaging must adhere to MIL-STD-129 for labeling and barcoding, with palletization conforming to DLA packaging requirements, while preservation methods are unspecified beyond general compliance with DLA guidance. The solicitation explicitly states no approved technical data package exists, rendering the requirement proprietary or insufficient for competitive procurement, necessitating direct sourcing inquiries through a Casting and Forging Assistance Request. The contract operates under a fixed-price structure and is subject to numerous DFARS and FAR clauses including those related to cybersecurity (252.204-7012), safeguarding controlled information, prohibition of covered telecommunications equipment, and disclosure of third-party cyber incident data. Transportation by sea must use U.S.-flag vessels unless a waiver is obtained at least 45 days prior to shipment, and all hazardous materials must comply with OSHA’s Hazard Communication Standard with MSDS submissions required prior to award. Offerors must provide current Unique Entity Identifiers and CAGE codes and affirm their small business status, socioeconomic certifications, and compliance with the prohibition on covered defense telecommunications. Invoicing is mandatory through Wide Area WorkFlow, with no alternative methods permitted. The contract contains no option quantities, no cost or unit pricing filled in, and no definitive contract value, with all financial details to be completed upon award. The Contracting Officer’s Representative and other administrative contacts are not specified at this stage and must be derived from the final award documentation.
