PWin (Probability of Win)

What is probability of win?

Probability of win, or PWin, estimates the chance that a contractor will win a particular competition. Capture teams use it to discuss uncertainty and allocate resources. An internal score is not automatically a calibrated probability. Neither a score nor a probability guarantees an award.

Why it matters

A pipeline containing ten opportunities needs a way to distinguish evidence from optimism. PWin gives the team a common starting point for that discussion. The estimate becomes useful when reviewers can explain its inputs and identify what would change it. A precise-looking percentage without supporting evidence can create false confidence.

How to use it

Record the evidence behind the estimate: relevant performance, buyer understanding, solution readiness, competitive position, and delivery capability. Keep unknowns visible. Use consistent definitions so that two reviewers can discuss why they disagree rather than silently apply different scoring rules.

Revisit the estimate when material facts change. A confirmed partner, a revised requirement, or new competitor information may justify an update. Moving a record to a later pipeline stage is not, by itself, evidence of a better chance of winning. Keep an owner, date, and explanation for each revision.

Worked example

A team assigns 30% PWin to an illustrative opportunity with $1 million of addressable value. Multiplying the two produces $300,000 of weighted opportunity value. This is a planning estimate. It is not booked revenue, cash flow, or a promise that the company will receive part of the contract.

Suppose the customer then adds work the team cannot perform. Review eligibility and delivery feasibility before changing the percentage. A favorable historical win rate does not overcome a mandatory requirement that the proposed team cannot satisfy.

Common mistakes

Do not mix total contract ceilings with the share of work the company can realistically pursue. Avoid treating a general historical win rate as the probability for every new bid. Compare estimates with outcomes over time, using similar opportunity groups where possible. Small samples and changing markets limit the conclusions.
